Sindh Government Imposes Heavy Fines For Tinted Vehicles

The Sindh government has introduced a series of strict traffic law amendments in 2025 aimed at improving road safety, curbing illegal practices, and regulating the transport sector. The new measures include hefty fines for tinted windows, mandatory training for heavy vehicle drivers, and a digitalized traffic violation system.

Crackdown on Tinted Vehicle Windows

One of the major decisions announced during a Sindh cabinet meeting chaired by Chief Minister Murad Ali Shah was the imposition of heavy fines for repeated use of tinted vehicle windows. Citizens who continue to use unauthorized tints may now face penalties of up to Rs 300,000.

This move is part of a broader strategy to curb unlawful modifications that hinder law enforcement visibility and compromise public safety.

Changes to HTV License Rules

The cabinet also approved new regulations for Heavy Transport Vehicle (HTV) licenses:

  • 30 hours of mandatory training is now required before a license can be issued.
  • The minimum age for applying has been lowered from 24 to 22 years, encouraging early but trained entry into the profession.

These measures aim to ensure only qualified and responsible individuals are allowed to operate large commercial vehicles.

Automatic Fines & Special Traffic Courts

To enhance traffic law enforcement, the Sindh government will soon implement a digital system for automatic fines. Traffic violations will trigger instant notices to offenders. In addition, special traffic courts will be established across the province to speed up case resolution and ensure efficient justice.

Vehicle Registration & Safety Overhaul

As part of a complete regulatory update, the Sindh cabinet has approved:

  • 0.5% registration fee and Rs 1,000 annual tax for heavy vehicles
  • Mandatory fitness certificates for commercial vehicles (non-compliance to incur Rs 10,000 fine)
  • Ban on inter-provincial movement of vehicles over 20 years old
  • Ban on inter-district travel for vehicles older than 25 years
  • Complete ban on substandard rickshaws and loader vehicles

Licensing for Vehicle Assembly Units

A new vehicle assembly licensing system has been introduced to regulate local manufacturing. Companies must now obtain licenses and comply with safety and quality standards, ensuring better consumer protection and accountability.

The 2025 traffic law reforms in Sindh signal a bold step toward a safer and more regulated transportation system. With strict penalties, digital enforcement, and quality control, the government aims to improve road safety and bring transparency to vehicle management in the province.
