Pakistan’s Electric Vehicle Revolution: New NEV Policy Targets 30% EV Sales by 2030

In a significant move toward a greener future, the federal government of Pakistan is expected to approve the long-anticipated National Electric Vehicle (NEV) Policy next week. This milestone is seen as a key step in promoting clean, sustainable, and energy-efficient transportation in the country, aligning with global trends and environmental goals.

The NEV Policy, developed by the Ministry of Industries in collaboration with major stakeholders, has already been submitted to the Prime Minister and is expected to receive cabinet approval soon after. This comprehensive policy outlines ambitious goals and practical incentives to accelerate the transition from fossil-fueled vehicles to electric mobility.

Bold Targets and Attractive Incentives

A central pillar of the NEV Policy is its ambitious objective: ensuring that more than 30% of all new vehicles sold in Pakistan by 2030 are electric. To make this a reality, the government has proposed substantial financial incentives for consumers:

• Rs. 50,000 subsidy for each electric motorcycle
• Rs. 200,000 subsidy for each electric three-wheeler or rickshaw
• A total allocation of Rs. 4 billion for these subsidies

These incentives are designed to lower the upfront cost of electric vehicles, making them more accessible to the public and encouraging rapid adoption, particularly in urban and semi-urban areas.

Infrastructure Development and Technological Advancements

The NEV Policy also focuses on building the necessary infrastructure to support the widespread use of electric vehicles. This includes incentives for establishing EV charging stations nationwide, which are critical to reducing “range anxiety” and ensuring convenience for EV users.

On Thursday, Haroon Akhtar Khan, the Prime Minister’s Special Assistant, met with a delegation from COMSATS to discuss ongoing efforts to develop electric vehicle technology in Pakistan. A key topic was the retrofitting of existing petrol-powered motorcycles with electric systems, a cost-effective solution for transitioning the country’s massive two-wheeler fleet to cleaner alternatives.

The meeting was attended by prominent figures including Industries Secretary Saif Anjum, COMSATS Executive Director Nafees Zakaria, and Engineering Development Board CEO Khuda Bakhsh Ali, reflecting high-level commitment to the policy’s success.
