Petrol Price Expected to Decrease While Diesel May Rise Sharply in Mid-November 2025

The federal government is likely to announce a reduction in the per-litre price of petrol in the upcoming mid-November 2025 petroleum price update, while prices of diesel, kerosene, and light diesel oil are expected to rise, according to sources familiar with the matter.

Industry insiders indicate that the Oil and Gas Regulatory Authority (OGRA) will submit its pricing summary to the government on November 15, based on fluctuations in global oil prices and current import premiums. The new rates will apply for the next fortnightly cycle starting mid-November.

Diesel Prices Set for a Substantial Increase

Sources suggest that the price of high-speed diesel (HSD) could see a sharp increase of Rs. 9.60 per litre, bringing the new rate to approximately Rs. 288.40 per litre if approved. This significant jump reflects the recent uptrend in international diesel markets, where rising freight costs and refinery margins have driven prices upward.

In contrast, the price of petrol (MS) is likely to see a moderate reduction, offering minor relief to consumers. The exact amount of the reduction will depend on final government approval after reviewing OGRA’s summary.

Background: Previous Price Adjustments

In the previous fortnightly revision, the government had raised the price of high-speed diesel by Rs. 3.02 per litre, taking it to Rs. 278.44 per litre, while petrol was increased by Rs. 2.43 per litre to Rs. 265.43 per litre.

The latest potential revision suggests a divergence between petrol and diesel trends, as the global diesel market remains tight due to seasonal demand and supply constraints.

Impact on Transport and Inflation

An increase in diesel prices could have ripple effects across Pakistan’s economy, particularly affecting transportation, logistics, and agricultural operations, since high-speed diesel is widely used in trucks, buses, and farm machinery. Meanwhile, the slight relief in petrol prices may offer limited support to urban commuters.

As global oil markets remain volatile, Pakistan’s domestic fuel prices continue to fluctuate in response to international trends and exchange rate movements.

The final decision on petroleum prices will be announced after the government reviews OGRA’s proposal on November 15, 2025.
