The United Arab Emirates has introduced new regulations for electric scooters, e-bikes, and other personal mobility devices. Under the revised rules, riders must be at least 15 years old to apply for a riding permit.
The new regulations will take effect on January 1, 2027. They aim to improve road safety, manage the growing use of personal mobility devices, and protect riders, pedestrians, and motorists.
The updated framework also introduces permit and registration requirements. Authorities want to establish clearer rules for people using electric and other lightweight transport options across the country.
UAE Introduces Three-Year Riding Permits
Under the new framework, anyone riding an electric scooter, electric bicycle, or moped must meet the minimum age requirement of 15 years to apply for a permit. Each permit will remain valid for three years. Riders can renew their permits after expiry without a fixed limit on the number of renewals.
The permits will cover multiple categories of personal transport devices. This system will help authorities regulate different types of individual mobility vehicles through a structured framework.
The regulations also restrict where riders can use these devices. Personal mobility devices will not be allowed on public roads designed for conventional motor vehicles. Instead, riders must use approved and designated routes.
New Safety Standards for E-Bikes and E-Scooters
The revised rules introduce mandatory equipment standards for personal mobility devices. These requirements aim to make riders more visible and improve their ability to control their vehicles.
The required safety features include:
- Forward-facing lights with high and low beam settings.
- Red rear-facing brake lights.
- Braking capability on at least one wheel.
- Stable and safe tyres.
The regulations divide personal mobility devices into six categories. These include traditional bicycles, electric bicycles, electric scooters, mini-motored bikes, skateboards, and mobility devices designed for elderly people and individuals with disabilities.
Mini-motored bikes with engine capacities below 50cc and maximum speeds of 45 kilometres per hour also fall under the revised framework.
Rental Companies Must Follow the Same Rules
The new requirements will also apply to commercial operators that rent out personal mobility devices. Rental businesses must ensure their equipment meets the prescribed safety standards.

Authorities have also clarified pedestrian rules at intersections. A flashing green signal does not allow new pedestrians or riders to begin crossing. However, people who are already crossing can continue safely.
The UAE’s revised regulations reflect its efforts to manage the increasing popularity of electric scooters and other personal mobility options. With new age limits, permits, designated routes, and equipment standards, the country aims to make everyday urban travel safer and more organised.
Riders and rental operators will need to prepare for the changes before the regulations come into force on January 1, 2027.
