Punjab Government Simplifies Vehicle Registration Process with Major Reforms

The Government of Punjab has introduced significant amendments to the Motor Vehicle Ordinance of 1965, focusing on Section 24 to streamline the vehicle registration process across the province. The new policy enables vehicle owners in Punjab to register their vehicles in any district, removing the earlier requirement of registration in the owner’s district of permanent residence.

Enhanced Mobility and Simplified Bureaucracy

This reform is part of a broader effort to improve inter-district mobility and simplify bureaucratic hurdles. Excise Director General Umar Sher Chattha emphasized that the updated system includes several modernizations, such as online payment options and the introduction of electronic registration cards. These measures aim to make the registration process more accessible and efficient while maintaining the existing registration series.

Record Revenue Growth

The changes have already yielded impressive financial results. The Excise Department reported a record revenue collection of Rs. 30.453 billion in the first half of the fiscal year 2024-25. This marks a substantial 23% increase compared to the previous year, reflecting effective policy implementation and improved compliance among vehicle owners.

Tackling Tax Evasion

In a further effort to address tax evasion, the provincial government has implemented a new directive that prohibits Punjab residents from registering their vehicles in other provinces or Islamabad. This measure ensures that tax liabilities are fulfilled within Punjab, boosting tax collection efficiency and enhancing provincial security.

The regulation is enforced through the use of NADRA district codes, which allow authorities to monitor and control off-province registrations. Individuals attempting to re-register their vehicles in Punjab after violating this directive will face strict penalties.

A Model for Fiscal Responsibility

The Punjab Cabinet’s approval of these reforms underscores the government’s commitment to fiscal responsibility and adherence to the law. These measures not only simplify vehicle registration processes but also set an example for other provinces to follow in addressing tax evasion and enhancing governance.

This progressive legislative move reflects Punjab’s dedication to modernizing its systems and fostering compliance while ensuring seamless services for its residents.
