CTO Lahore Launches Advanced E-Challan App to Improve Traffic Enforcement and Recovery

In a major digital breakthrough for urban traffic management, Chief Traffic Officer (CTO) Lahore, Dr. Athar Waheed, has introduced a new mobile application aimed at revolutionizing the e-challan recovery system and enhancing vehicle inspection efficiency across the city.

The newly launched E-Challan App for Lahore enables traffic officers to retrieve complete vehicle data and check outstanding fines by simply taking a photo of the vehicle. This smart feature uses image recognition and database integration to instantly match vehicle records—eliminating the need for manual data entry and physical stops in many cases.

How the App Works?

Integrated with the existing Wardens App, this upgraded system allows officers on duty to:

  • Capture vehicle data using a photo instead of manual input.
  • Instantly access registration information and e-challan status.
  • Speed up traffic monitoring and fine collection processes.

Previously, such functionality was only available through LT wireless sets. The outdated process required officers to stop vehicles and enter vehicle numbers, chassis details, or CNIC data manually, which consumed time and reduced operational efficiency.

Major Boost in E-Challan Recovery

According to Dr. Waheed, the impact of the new app has been immediate and significant. Within just one month:

  • Daily e-challan recoveries increased tenfold, from Rs. 500,000 to Rs. 5 million.
  • Of the Rs. 9.4 million in dues from government vehicles, Rs. 3.5 million has already been recovered.
  • Special task forces have been deployed to recover a massive Rs. 6 billion in pending e-challans.

These figures demonstrate the app’s potential to modernize enforcement, reduce unpaid fines, and bring greater transparency to Lahore’s traffic system.

Smart Policing for a Smart City

Dr. Waheed emphasized that the move aligns with broader efforts to introduce smart policing and digitized governance in Lahore. By reducing manual errors, minimizing officer workload, and leveraging real-time data, the app enhances road safety, compliance, and public trust in law enforcement.

The launch of the AI-powered e-challan app in Lahore marks a significant step forward in digital traffic enforcement. Not only does it streamline vehicle checks, but it also improves fine collection, curbs evasion, and supports efficient and accountable urban policing.

As Lahore continues its journey toward becoming a smart city, innovations like this reflect a broader shift toward technology-driven governance and improved civic services.
