The Government of Pakistan, through the Ministry of Industries and Production, has officially launched a subsidized electric vehicle (EV) scheme under the New Energy Vehicle Policy 2025–30. This landmark initiative is part of the Pakistan Accelerated Vehicle Electrification Program (PAVE) and aims to promote sustainable mobility, improve accessibility, and support long-term environmental planning.
Subsidized Electric Vehicles & Budget Allocation
In the first phase, scheduled for the fiscal year 2025–26, the government will provide subsidized rates for:
- 40,000 electric motorcycles – subsidy of Rs. 20,000 each
- 1,000 electric rickshaws – subsidy of Rs. 80,000 each
- 1,000 electric cars – subsidy of Rs. 290,000 each
The total budget allocation for this phase stands at Rs. 880 million, ensuring widespread participation across multiple segments of society.
Targeted Beneficiaries
The program has been designed to make EVs affordable and accessible for groups that often face challenges in transportation. Eligible groups include:
- Students
- Factory workers
- Women
- Rural residents
- Low-income individuals
- Persons with disabilities
This inclusive approach reflects the government’s goal of not only reducing carbon emissions but also addressing social and economic mobility challenges.
Application & Selection Process
Interested individuals must apply online through the official portal: www.pave.gov.pk. Required documents include:
- A valid CNIC (Computerized National Identity Card)
- A driving license (where applicable)
- Other documents as specified on the platform
The application deadline is September 30, 2025. Selection will be carried out via a digital balloting system to ensure transparency and fairness in allocation.
Supervision & Support
The scheme will be implemented under the supervision of the Engineering Development Board (EDB).
