According to Punjab Ring Road Authority Chairperson Safiullah Gondal, the authority has prepared a comprehensive strategy to rehabilitate and reconstruct service lanes that have remained neglected for several years. The work will be carried out in multiple phases to minimize disruption while ensuring long-term improvements to road infrastructure.
Phased Rehabilitation of Service Lanes
One of the key components of the modernization project is the reconstruction of service lanes along the Lahore Ring Road. Many of these lanes have suffered from years of inadequate maintenance, creating inconvenience and safety concerns for motorists and businesses operating nearby.
The phased rehabilitation plan aims to restore these roads to modern standards, improving accessibility, reducing traffic bottlenecks, and enhancing the overall driving experience for commuters using the Ring Road daily.
Rs. 400 Million Revenue Target Through NOC Fees
The Punjab Ring Road Authority has also introduced measures to strengthen its revenue collection system. Officials have set a target of collecting approximately Rs. 400 million in No Objection Certificate (NOC) fees from commercial establishments utilizing Ring Road service lanes without obtaining the required approvals.
The authority stated that the funds generated through these collections will be reinvested into infrastructure development, maintenance projects, and future improvements across the Ring Road network.
This initiative is also intended to improve regulatory compliance while ensuring that commercial users contribute fairly toward the upkeep of public infrastructure.
Solar Streetlights to Reduce Energy Costs
In line with Pakistan’s growing emphasis on sustainable development and energy efficiency, the Punjab Ring Road Authority has approved a gradual transition to solar-powered streetlights along the Lahore Ring Road.
The solar lighting project is expected to significantly lower electricity expenses while providing a more environmentally friendly and reliable lighting system. Improved illumination will also contribute to safer nighttime driving conditions and reduce maintenance costs over the long term.
Smart Traffic Monitoring and Automated E-Challan System

Under the new system, modern surveillance cameras will continuously monitor traffic movement and automatically detect violations such as speeding and other traffic offences. Drivers violating traffic rules will receive electronic challans (e-challans) through an automated enforcement system, reducing reliance on manual policing.
The Ring Road Police will work closely with the Punjab Safe Cities Authority to implement advanced monitoring technologies that improve compliance with traffic regulations and strengthen road safety.

Chairperson Safiullah Gondal emphasized that the authority is committed to improving governance through technology, transparency, and administrative reforms. Digital systems will be introduced to strengthen revenue management while ensuring greater accountability in operations.
He added that all available resources will be utilized to transform the Lahore Ring Road into a modern transport corridor that offers travel facilities aligned with international standards.
