By In a landmark move to modernize traffic law enforcement, Karachi’s traffic police will begin issuing electronic challans (e-tickets) through a camera-based system starting June 1, 2025. This initiative aims to improve traffic management, reduce violations, and introduce greater transparency and efficiency in handling the city’s notorious traffic congestion.
DIG Traffic Pir Muhammad Shah, in a press briefing, highlighted the growing challenges in managing Karachi’s complex traffic network with a force of only 5,500 traffic officers. He acknowledged that traditional methods have not been effective enough, leading to the adoption of technology-driven solutions.
E-Challans and Stricter Penalties for Heavy Vehicles
One of the major components of this new enforcement system targets heavy vehicles, which are frequently involved in traffic violations and accidents. Under the new policy:
- Speed limit for heavy vehicles is capped at 30 km/h within city limits.
- Fines of up to Rs. 20,000 will be issued for over-speeding.
- Cameras will automatically capture violations and issue e-challans to vehicle owners.
The grace period ends on June 1, after which no excuses will be accepted, and full enforcement will begin. The aim is not only to enforce speed limits but also to reduce the need for on-road officers manually issuing tickets, allowing them to focus on managing traffic flow.
Vehicle Tracking Now Mandatory
Alongside e-ticketing, the deadline for installing vehicle tracking systems on heavy vehicles also falls on June 1. Any heavy vehicle without a functioning tracker connected to the city’s traffic control system will be confiscated. This system will enhance real-time monitoring and ensure compliance with traffic regulations.
Parking Problems Also Addressed
DIG Shah also stressed the urgent need to provide alternative legal parking solutions. He acknowledged that illegal parking often stems from a lack of designated spaces, stating, “People park where there’s no space because they have no other option.” As part of the long-term plan, the city aims to introduce better parking infrastructure to support this enforcement drive.

The success of this initiative depends heavily on public cooperation. Karachi’s residents and transport operators are urged to:
- Comply with speed limits and traffic laws.
- Install mandatory tracking systems in heavy vehicles.
- Avoid illegal parking and utilize legal parking areas.
The new camera-based e-challan system represents a critical step toward smart city governance, making Karachi’s roads safer, more organized, and easier to navigate.
