Punjab Revolutionizes Petrol Pump Setup with One-Window NOC System

In a significant move to encourage investment and simplify business processes, the Punjab government has introduced a streamlined, one-window system for obtaining NOCs to set up petrol pumps across the province. This new initiative is designed to reduce red tape and accelerate project timelines, making it easier than ever for entrepreneurs and investors to enter the petroleum retail sector.

Apply Online Through LDA NOC Portal

Under the revamped policy, applicants can now apply online through the LDA (Lahore Development Authority) NOC portal, eliminating the need to visit multiple government departments. Previously, setting up a petrol station involved obtaining individual approvals from:

  • TEPA
  • LDA
  • Civil Defense
  • Traffic Police
  • Assistant Commissioner
  • Rescue 1122
  • Local Government
  • Environment Department

With the new centralized process, only one NOC is required, and all departments coordinate internally.

Faster Processing Time & Fewer Documents

One of the most game-changing aspects of the reform is the guaranteed decision timeframe. The Deputy Commissioner is now required to approve or reject the application within 15 days, and any rejection must be justified in writing. This drastically reduces the previous wait time, which ranged from six months to a year.

Additionally, the documentation burden has been cut down—now only six essential documents are needed, compared to sixteen in the past. The basic land requirement of two kanals with 80-foot frontage remains unchanged.

Reform Led by Punjab’s Leadership

This transformation was developed by the Industries Department and formally approved in a Punjab cabinet meeting chaired by Chief Minister Maryam Nawaz. The goal is to boost private sector participation, create employment opportunities, and modernize regulatory procedures across the province.

These changes make Punjab an increasingly attractive destination for fuel station investment. With faster approvals, minimal bureaucracy, and transparent decision-making, the petroleum retail sector is poised for significant growth.

The introduction of a one-window petrol pump NOC system in Punjab marks a bold step towards ease of doing business. As the government embraces digitization and accountability, investors now have a clear and efficient path to contribute to Pakistan’s energy infrastructure.
