The Government of Pakistan has officially opened registrations for the Pakistan Accelerated Vehicle Electrification (PAVE) EV Scheme, a landmark step toward transitioning the country’s transport sector to clean energy. Launched under the New Energy Vehicle (NEV) Policy 2025–2030, the program initially targets electric two- and three-wheelers to make eco-friendly transport more affordable and accessible for ordinary citizens.

What is the PAVE EV Scheme?

The PAVE EV scheme is designed to reduce Pakistan’s reliance on imported fuel, lower pollution, and promote sustainable transport. For the first time, consumers can apply for subsidies and incentives directly through a dedicated online portal: pave.gov.pk. This move is expected to minimize bureaucratic delays that hampered previous green initiatives.

Subsidies and Financing Details

The scheme covers 40,000 electric motorcycles, 1,000 electric rickshaws, and 1,000 electric loaders. Subsidies and installment plans make these vehicles financially accessible:

  • Electric bikes: Government covers 50% of cost, reducing monthly installment to around Rs 2,900.
  • Rickshaws & loaders: Subsidy of up to 80%, with monthly installments between Rs 8,800–10,000.
  • All financing is interest-free, ensuring affordability for low- and middle-income households.

Who Can Apply?

Any Pakistani citizen aged 18 or above with a valid CNIC can register. Priority will be given to:

  • Women
  • Disabled persons
  • Overseas Pakistanis

Applicants must create an account on the portal, submit documents, and pay a Rs 1,048 application fee via the National Bank of Pakistan. Selection will be made through a computerized ballot.

Application Deadline

Registrations are open until 30 September 2025. For queries, applicants can call the helpline 1048.

The PAVE scheme is projected to:

  • Reduce fuel imports and foreign exchange burden
  • Lower urban air pollution
