Karachi Launches E-Challan System for Automated Traffic Enforcement

Karachi is entering a new era of automated traffic enforcement with the official launch of its e-challan system, designed to detect and fine violators using advanced surveillance cameras installed across major city routes.

Starting tomorrow, cameras under the Safe City Project will automatically capture violations such as signal jumping, speeding, one-way driving, and lane changes, issuing electronic challans directly to the vehicle owner’s registered address.

How the E-Challan System Works?

Under the new system, cameras will capture the vehicle’s image, read its number plate, and verify ownership details using the Excise and Taxation Department’s database. Each e-challan will include three photographic proofs, the fine amount, and penalty points on the driver’s license.

The challans will be delivered via courier to violators’ home addresses and accompanied by an SMS notification. A QR code will allow motorists to view colored images of the offense online, ensuring complete transparency in the process.

Violators will have 21 days to pay fines, with a 50% discount for payments made within 14 days. However, fines will double after 21 days if left unpaid.

Focus on Public Safety and Accountability

According to DSP Kashif Nadeem, who is supervising the initiative, the Karachi e-challan system is being rolled out in phases, initially targeting 18 to 20 major traffic violations that impact public safety. These include:

• Not wearing helmets
• Driving without seat belts
• Signal violations and one-way driving
• Overspeeding and lane violations
• Using tinted glasses

Authorities have also announced that fake number plates and no-parking violations will be monitored through the Safe City cameras, with legal action to follow.

Complaint and Review Mechanism

For citizens disputing a challan, 11 Traffic Facilitation Centers have been established across Karachi. Complaints will be reviewed by a three-member committee consisting of an SSP, DSP, and a CPLC representative. If the violation is found invalid, the challan will be cancelled immediately.

Additionally, officers are being trained to issue QR code-based challans for no-parking violations, with designated zones being marked citywide.
