Islamabad Traffic Police Launch Online E-Learners Permit System

In a major step toward digital transformation, the Islamabad Traffic Police (ITP) has launched a new Online E-Learners Permit system, enabling citizens to apply for a learner’s driving permit from the comfort of their homes. The service is available through the official portal at dlims.islamabadpolice.gov.pk.

According to Chief Traffic Officer Captain (R) Hamza Humayun, the initiative reflects the police’s commitment to modernizing public services and improving accessibility for citizens.

Extended Deadline for Driving Licenses

Meanwhile, Inspector General of Police Syed Ali Nasir Rizvi has extended the deadline for citizens to obtain valid driving licenses until October 7, 2025. Starting from October 8, 2025, strict enforcement will begin, with unlicensed drivers facing arrest and vehicle impoundment.

Authorities stated that the extension was granted to give people additional time and facilities to complete the process. Special service desks have also been set up across Islamabad to accommodate the surge in applicants.

Step-by-Step Guide: How to Apply Online

Here’s how applicants can obtain the Islamabad Online E-Learners Permit:

  1. Visit the official portal and click “Apply for Learner.”
  2. Register using your name, CNIC, email, and password.
  3. Fill in your personal details on the application page.
  4. Upload the following documents:
    • A recent photograph
    • CNIC (front and back)
    • Verified medical certificate (downloadable from Islamabad Police website, attested by a government hospital)
  5. Select the license category and click “Submit Application.”
  6. Pay the fee using EasyPaisa or JazzCash.
  7. Once processed, your learner’s permit will be issued online.

Modernizing Licensing Services

This new system is designed to reduce long queues at traffic offices and provide a streamlined, convenient process for citizens. With strict enforcement beginning in October, Islamabad Traffic Police is urging residents to apply well before the deadline to avoid penalties.
