
FBR blocks vehicle auction entries in the WEBOC system after discovering a serious breach involving the misuse of official user IDs.
According to an internal report, the Directorate General of Reforms and Automation at Customs House Karachi identified unauthorized data entries in the WEBOC Auction Module. These entries were linked to user IDs created for Assistant Collector (AC) and Deputy Collector (DC) level officials.
Three specific IDs, Zeeshan (CUS-3540517), Yousuf Khan (CUS-3135725), and Waqas Khattak (CUS-2914393) were flagged during the initial investigation. These IDs, created in Lahore and Faisalabad, were used to input data for 24 and 31 vehicles, respectively. However, these vehicles were incorrectly associated with MCC Appraisement West, Karachi, indicating serious procedural irregularities.
In total, 1,873 auctioned vehicles had been registered through this now-suspected manual data entry module.
Reacting to the findings, FBR has deactivated the manual auction data module within the WEBOC system to stop any further unauthorized activity. A comprehensive review and data verification process is now in progress.

To prevent such breaches in the future. The Directorate has recommended that all Customs Collectorates and Directorates transition to the newly developed E-Auction Module. Unlike the manual system, the E-Auction platform offers better transparency, digital audit trails, and minimal human intervention. All crucial for reducing fraud.
Until the full overhaul and verification are complete, the manual auction data entry feature will remain suspended.
