
Dubai is advancing its ambition to become a global leader in smart transport with the Roads and Transport Authority (RTA) approving a comprehensive regulatory framework for autonomous heavy vehicles. The initiative marks a major milestone in the emirate’s drive toward autonomous mobility, specifically in the logistics sector.
The new framework outlines rules for licensing, trial operations, vehicle technology requirements, and safety protocols, ensuring the safe integration of self-driving heavy vehicles into Dubai’s road network. Developed in collaboration with private companies, distributors, retailers, and key stakeholders, the framework is designed to improve efficiency, reduce carbon emissions, and modernize logistics operations.
Mattar Al Tayer, Director General and Chairman of the RTA, emphasized that the initiative supports both the Dubai Economic Agenda (D33) and the Smart Self-Driving Transport Strategy, which aims to convert 25% of all journeys in Dubai into autonomous trips by 2030.

Alongside the regulatory framework, RTA has also launched Logisty, a digital logistics platform developed in collaboration with TruKKer. The platform connects businesses with commercial transport providers, offering on-demand booking, fleet management, and enhanced reliability.
The initiative supports six specialized strategies, including traffic safety, zero-emission transport, digital transformation, and asset management, with a total of 17 projects planned to accelerate growth in the logistics sector.
Al Tayer highlighted that Dubai’s world-class infrastructure and adherence to international standards make it one of the most prepared cities globally for adopting autonomous transport. He invited both local and international companies to participate in upcoming trials, reinforcing Dubai’s role as a global logistics hub.
