By Karachi is gearing up for a major infrastructure enhancement as the Karachi Metropolitan Corporation (KMC) initiates the development of the Azeempura Flyover, a project designed to create a fully signal-free route from Shahra-e-Bhutto to Jinnah International Airport. The flyover aims to drastically reduce travel time, ease congestion, and improve overall commuter safety across the city’s eastern corridor.
According to KMC officials, the project marks a significant milestone in Karachi’s ongoing urban development drive. The tender for construction was issued following special instructions from Mayor Karachi Barrister Murtaza Wahab, signaling the city administration’s strong commitment to modernizing transportation infrastructure.
Project Scope and Key Features
The KMC Engineering Department detailed that the Azeempura Flyover project includes:
- Construction of a major flyover at the Azeempura Intersection
- Rehabilitation and widening of surrounding roads
- Upgrades to roundabouts and entry/exit points
- Improved drainage systems to prevent urban flooding
- Installation of electrification and lighting infrastructure
- Enhancements stretching from Malir River Bridge to Shama Shopping Centre
This comprehensive upgrade package is designed to support smoother traffic flow, especially for commuters traveling toward Karachi Airport and key business hubs. The total estimated project cost is Rs. 1.477 billion, reflecting the large-scale nature of the development.
Tender Process and Eligibility Requirements
Contractors have been invited to participate through the Single Stage – Two Envelope Procedure under the E-Bid system, in accordance with SPPRA guidelines. To ensure quality and compliance, only firms meeting the following criteria are eligible:
- A valid PEC license in Category C-1 or above
- Required specialization codes: CE01, CE02, CE09, CE10, and EE06
- Submission of a 5% bid security
- Payment of a non-refundable Rs. 5,000 tender fee
- An integrity pact valued at Rs. 200
- Up-to-date tax documentation, including NTN certificates
- A detailed bar-chart construction and work schedule
Applicants must upload bid security documents via the EPADS digital system and also provide physical copies to the Chairman Procurement Committee at Dawood Engineering University, Muslimabad Karachi, before the final deadline.
KMC has also emphasized transparency, clarifying that bidders must not be blacklisted or involved in disputes with government or semi-government bodies in the past five years.
