The Sindh government has announced a new standard operating procedure (SOP) to resolve long-standing issues faced by vehicle buyers who are unable to transfer ownership due to the unavailability of sellers or failed biometric verification. The initiative, introduced by the Excise, Taxation and Narcotics Control Department, is aimed at providing relief to genuine buyers and clearing pending transfer cases across the province.
The notification was officially issued on December 19, 2025, and applies to cases where the seller cannot be traced, refuses to cooperate, or is unable to provide biometric verification.
Why the New SOP Was Introduced?
Vehicle ownership transfer delays have been a common problem in Sindh, particularly in cases involving second-hand purchases. Buyers often face legal and administrative hurdles when sellers disappear or fail to complete biometric verification. The new SOP seeks to address these challenges by offering a structured and transparent alternative process.
Officials say the move will not only reduce hardships for citizens but also improve record accuracy and administrative efficiency.
Key Requirements Under the New SOP
Under the updated procedure, buyers must complete several steps to qualify for ownership transfer:
- Submission of a written application explaining the case
- Proof of purchase, such as a sale agreement or receipt
- Publication of a notice in a national newspaper
- Submission of an indemnity bond or sworn affidavit
- Biometric verification of the buyer through NADRA within 15 days
- Physical verification of the vehicle, including photographs
- Submission of original vehicle documents
- Issuance of two official notices to the recorded owner
These steps are designed to ensure transparency and prevent misuse of the process.
Verification and Approval Process
Once all documents and verifications are completed, the case is reviewed by the relevant authorities. Final approval for ownership transfer is granted by the concerned director after clearance and verification.
Officials emphasized that each case will be evaluated carefully to protect the rights of the original owner while ensuring genuine buyers are not unfairly penalized.

The Excise Department has advised citizens to contact their nearest Motor Registration Authority (MRA) for detailed guidance and assistance regarding the new SOP. Dedicated staff will help applicants understand documentation requirements and procedural steps.
