The decision was taken after another tragic incident on November 15, when a speeding dumper crashed into a rickshaw and a van near the Razzakabad Police Training Centre on the National Highway. Following the accident, authorities issued the highest e-challan ever recorded in Karachi — Rs100,000 — to the dumper involved. According to officials, the vehicle failed multiple safety requirements, including no valid tracker and an expired fitness certificate, raising concerns over unchecked heavy-vehicle operations.
