The Sindh government has officially rolled out a new and comprehensive structure of traffic fines and demerit points under the amended Twelfth Schedule of the Motor Vehicles Ordinance, 1965. The initiative, spearheaded by Senior Sindh Minister for Information, Transport, and Mass Transit, Sharjeel Inam Memon, aims to promote responsible driving behavior, improve road safety, and protect public lives across the province.

According to Memon, the objective of this new regime is not revenue generation but life protection. With traffic accidents rising due to reckless behaviors such as overspeeding, signal violations, and one-wheeling, the government has tightened enforcement and raised penalties substantially.

Hefty Fines and Demerit Points Introduced

The updated schedule introduces monetary fines ranging from Rs 2,000 to Rs 100,000 and demerit points from 2 to 8, depending on the severity of the violation and the type of vehicle involved — Motorcycles (MC), Cars/Jeep (LTV), Public Service Vehicles (PSV), and Heavy Transport Vehicles (HTV).

Violations such as smoke-emitting vehicles, use of substandard CNG kits, or installation of unsafe fuel systems now carry fines between Rs 20,000 to Rs 60,000, with imprisonment for repeat offenses. Additionally, school vehicles operating without proper safety compliance or violating color schemes will face penalties of Rs 20,000.

Strict Parking Fines Introduced Province-Wide

Alongside driving violations, the Sindh government has also tightened parking regulations. Offenders will now face penalties for improper parking, blocking intersections, and parking near hydrants or bus stops.

Parking Offenses and Fines:

  • Parking on sidewalks or zebra crossings: Rs 2,000 – Rs 20,000
  • Parking less than 5 meters from another car: Rs 2,000 – Rs 20,000
  • Parking in front of private entrances: Rs 2,000 – Rs 20,000
  • Unauthorized parking or parking in “No Parking” zones: Rs 2,000 – Rs 20,000
  • Parking on bridges or bus stops: Rs 2,000 – Rs 20,000
  • Vehicle towing charges: Rs 1,000 – Rs 4,000
  • Clamp release fee: Rs 500 – Rs 1,000

Each parking offense carries 2 demerit points, and repeated violations can lead to license suspension or vehicle impoundment.

Digital Enforcement and Public Awareness Plans

Minister Sharjeel Inam Memon revealed that the government will soon implement a digital monitoring system for traffic management, integrating cameras, GPS tracking, and automated ticketing. Licenses of repeat offenders may be temporarily suspended or permanently revoked under the demerit point system.

He further stated that awareness campaigns will be launched to educate drivers about new penalties and promote a culture of road safety and civic responsibility.

With this sweeping reform, Sindh has taken a firm stance on traffic discipline. The new fine and demerit point system represents a modern, structured, and technology-driven approach to curbing road accidents and reckless driving. By prioritizing education, enforcement, and accountability, the Sindh government aims to make the province’s roads safer for motorists and pedestrians alike.
