The Abu Dhabi Department of Education and Knowledge (ADEK) has released updated school transport rules for the 2025–26 academic year, placing safety, discipline, and efficiency at the heart of student travel. The new framework clarifies the roles and responsibilities of schools, parents, and transport providers to ensure smooth and secure journeys for all students.
Key Responsibilities for Schools and Parents
According to the new policy, schools are fully responsible for student safety during bus journeys, even when third-party operators are involved. Every student will undergo training on bus and pedestrian safety, reinforcing awareness and responsible behavior.
For children under 11 years of age, a dedicated supervisor must be present on board. No child under 15 years is allowed to travel alone, and if a parent or guardian is absent at the drop-off point, the student will be returned to school after the route ends.
Parents may authorize siblings aged 15 or older to collect younger children by signing a consent form, acknowledging responsibility for the arrangement.
Rules for Older Students and Alternative Transport
Cycle 3 students (Grades 9–12), typically aged 14–18, are permitted to use bicycles or scooters for school commutes, but only with parental consent. Schools remain responsible for student supervision once the child enters campus.
Safety, Journey Times, and Fee Structure
- School buses are restricted to student transport only.
- Tourist buses may be used for school trips if they meet safety requirements, including seat belts, first aid kits, and fire extinguishers.
- Journey duration must not exceed 60 minutes from the first pick-up to the last drop-off.
- Pick-up and drop-off points will be fixed, with supervisors ensuring guardians are present for children under 11.
Bus fees will follow the Integrated Transport Centre (ITC) framework and require ADEK approval. Any exceptional fee increases must also receive ITC clearance.
Licensing, Staffing, and Emergency Preparedness
All drivers and supervisors must hold valid ITC licenses. Supervisors are mandatory for buses carrying children under 11, and only female supervisors may be assigned unless the bus carries older boys.
Schools must also:
- Manage traffic during peak hours with trained staff.
- Develop and share emergency communication plans with parents.
- Allocate designated parking areas for school buses and staff vehicles.
